'Pothole gangs begin work to smooth over Gloucestershire roads'

HIGHWAYS teams are now out in force at the beginning of a six-month effort to smooth over the county's pothole-littered streets.
The harsh winter has had a brutal effect on the roads in six districts across the county.

There are now 15,000 potholes on top of those already being tackled, which prompted Shire Hall to approve the use of reenforcements to repair them.
Six extra teams have been brought in as part of a £3 million investment into pothole repairs.
They will be stationed in each area of the county hardest hit by potholes and began their work in .
Councillor Will Windsor-Clive, cabinet member for communities, said: "The extent of the issue has meant we've had to increase the number of gangs out on the road treating this damage.
"We are delighted to be able to make this commitment and to keep the county moving in the interest of local residents and businesses."
On average year, Gloucestershire Highways team deals with 25,000 to 30,000 potholes every year.. {-_-}

'Burglar Daniel Marks escapes prison despite probation saying he should be jailed'

BURGLAR Daniel Marks walked from court for a second time – even though probation officers admitted it was time he was jailed.
Marks, of Folly Lane, St Paul's, had flouted the terms of a suspended sentence order by failing to keep appointments with his supervisors.
But he was given "a final chance" by Judge Jamie Tabor.
The judge sentenced him to a five-day specified activity programme and placed him under home curfew from 8pm to 6am for a month as punishment for his breach.
Last November, Marks, 21, pleaded guilty to the burglary of a house in the town's Swindon Road in September 2011.
At 10pm on September 22, a resident was alerted to a disturbance in his house and found a window in the basement had been smashed, prosecutor Kannan Siva told the court.
"The occupant of the room had left it secure and when he returned he found that all the drawers had been turned out and there was glass all over the place," he said.
"Nothing had been taken, but he discovered a smear of blood on some of the broken glass and DNA tests showed a very strong link to the defendant."
The court heard he had been given a community order with 150 hours unpaid work in February 2012 for breaking into an empty house in Cheltenham 13 months earlier.
Marks was sentenced by Judge Tabor at that hearing to six months imprisonment, suspended for two years.
The judge also imposed a three-month electronically tagged curfew from 8pm to 6am and ordered Marks to undergo supervision for 12 months, and to complete a thinking skills programme, and further education and training as directed by the probation service.
Marks admitted breaching his order, but prosecutor Virginia Cornwall said Marks had complied with the other terms of his order, including the curfew.
But five days after the curfew ended, he was arrested for being drunk and disorderly.
Mrs Cornwall said: "The probation service invite the court to re-sentence him and activate the suspended sentence." {-_-}

Changes for Cheltenham from 1 April 2013
Exempt Class A
This applies to properties in need of or undergoing structural repairs to render them habitable. The exemption can apply for a maximum period of 12 months
The exemption is being abolished and a new local discount Class D can be set with a discount level between zero and 100%. The circumstances in which a property would fall into this class are the same as for exemption class A.
The maximum 12 month period will apply after which properties will be classed as long term empty
Set the discount level at 25% for Class D for a maximum of 12 months
Exempt Class C
This applies to properties which are unoccupied and unfurnished and is awarded for a maximum of 6 months
The exemption is being abolished and properties which are unoccupied and unfurnished will fall in to discount Class C which can be set with the discount level between zero and 100%
Set the discount level for Class C at 100% for the first month and at 25% for the following 5 months to replace the 6 month period previously subject to the exemption
Long-term empty properties
These are properties which are unoccupied, unfurnished and where no exemption category applies. The discount level has been set at zero since approved by Cheltenham Borough Council on 1 December 2003
The discount Class C which already applies for long term empty properties now incorporates the initial 6 month period previously covered by the exemption class Confirm the discount level for Class C at zero in respect of properties which have been unoccupied and unfurnished for 6 months or more (long-term empty properties)
Second Homes
Second homes are properties which are furnished but not occupied as a main home. In accordance with current local discretionary powers the discount level has been set at the minimum level allowed which is 10%
The discount level may now be reduced to zero Set the discount level at zero
