"The missing watch"

There once was a farmer who discovered that he had lost his watch in the barn. It was no ordinary watch because it had sentimental value for him. After searching high and low among the hay for a long while; he gave up and
enlisted the help of a
group of children playing outside the barn. He promised them that the person who found it would
be rewarded. Hearing this, the children hurried inside the barn, went through and around the entire stack of hay but still could not find the watch. Just when the
farmer was about to give up looking for his watch, a little boy went up to him and asked to be given
another chance. The farmer looked at him
and thought, "Why not? After all, this kid looks sincere enough." So the farmer sent the little
boy back in the barn. After a while the little
boy came out with the
watch in his hand! The farmer was both happy and
surprised and so he asked the boy how he succeeded where the rest had failed.
The boy replied, "I did
nothing but sit on the
ground and listen. In the silence, I heard the ticking of the watch and just
looked for it in that
direction."

Moral: A peaceful mind can think better than a worked up mind. Allow a few minutes of silence to your mind every
day, and see, how sharply it helps you to set your life the way you expect it to be...!

On February 12, 2013, a police trainee was shot in the face by a police academy instructor at the Rosewood Center, in Owings Mills, Maryland. The trainee had been participating in an active-shooter exercise conducted by Baltimore City Police Academy instructors, and was to become a member of the University of Maryland, Baltimore Campus Police Department. Simulated ammunition weapon systems were supposed to have been used by all participants. However the instructor, a 46-year old, 18-year police veteran, mistakenly used his service weapon when he fired one shot through a window striking the trainee in the face.

Factors that contributed to the incident include: 1) no weapons safety check was conducted after a lunch break; 2) safety officers were not present at the training, according to police department officials; and 3) the instructor should not have fired even a training weapon under the circumstances described by the Baltimore Police Commissioner (the instructor was trying to "scare" the trainee away from the window).

The Baltimore City Police Academy instructor that fired the shot has now been indicted by the grand jury on criminal charges of reckless endangerment (maximum penalty five years incarceration) and second degree assault (maximum penalty 10 years incarceration). In addition, the injured trainee has retained legal council and is planning to file a civil law suit against the instructor and the Baltimore City Police Department.

The injured trainee's attorney has publicly stated that the police department was grossly negligent and that its leadership did not follow its own training exercise procedures. The Baltimore City Police Dept. Director of Education and Training, who is responsible for police academy oversight, along with six other staff members, have all been suspended and punitively transferred to other assignments.

The injured trainee was fortunate to survive the gunshot to his face, and has begun the arduous road to recovery. He is starting to walk and talk, but with many limitations. Surgery to replace his eye is pending. His attorney reports that he has no recollection of the incident and only remembers waking-up in the hospital.

The incident is a tragic reminder of what can occur when safety procedures are absent or blatantly disregarded. Commanders and instructors are jointly responsible for ensuring that proper safety standards are developed and subsequently implemented at all training sessions.
