Many thanks for your prompt reply. I do appreciate your concerns regarding this issue and am sorry to hear that you were unable to get a suitable response from the Sergeant you spoke to on the telephone previously.

Your E-mail contains a number of different issues, which I am now in a position to address. I have visited the location of this speed check and have spoken to the Officers whom you witnessed engaged on a speed check from this location on the 3rd April, 2013.

Road Policing Officers have an underlying responsibility to reduce road casualties and I am sure that you would agree that speed is a major factor, not only as a cause of road vehicle collisions, but of the severity of injuries sustained. We have a number of resources, equipment and tactics at our disposal to carry out this primary function as Road Policing Officers. You are quite correct in that high visibility patrols are an important part of creating a positive impact on road user behaviour and will naturally reduce traffic speeds. However, we do utilise other methods of speed detection, eg. by the use of unmarked patrol cars or by carrying out less visible speed checks. It is perhaps a misconception that Police Officers need to be visible when carrying out speed detection, whereas in fact this is not the case and there is nothing in either the guidance or law to prevent this.

Another point you raise is in connection with interference with road signs when Officers are using the Unipar SL700 laser device. I can assure you that in this case and location, this is not a factor. Unlike other devices, which emit radio waves (which are susceptible to deflection), the laser device is a single laser light, which cannot be deflected by road furniture. Additionally, in this case, the Officers had a clear and unobstructed line of sight towards targeted traffic.

With regards your claim of indiscriminate use of the laser device, I am not quite sure what you mean by this statement. Operators of the device will target the Laser on a vehicle which they believe to be travelling in excess of the speed limit. The Laser device is required to lock onto this same vehicle for a period of 3 seconds before a speed is recorded on the display. This operating procedure is universal regardless of the type or location of the speed check.

Finally, I am afraid that I cannot make comment on your reference to the Telecommunications Act, as I am unsure to what you refer. I quite understand if you do not wish to make a formal statement, however if you do wish to discuss this further, please do not hesitate to contact me. Otherwise, your complaint and my findings will be passed to the Road Policing Inspector, from whom you will receive a final response.
