CONCOMITANT ACTIONS NEEDED TO MITIGATE IMPACTS OF DROUGHT
2 April 2013
The SWAPO Party Youth League (SPYL) is alarmed and deeply troubled by the eminent drought that is set to affect a larger part of our country due to low rainfall received this year. We know very well, as corroborated by the 2011 Population and Housing Census Basic Report, that the overwhelming majority of Namibians derive their livelihoods from Agriculture in general and subsistence farming in particular. To that end, the low rainfall we witnessed is to be understood as a serious threat and concern to the livelihood of the overwhelming majority of the Namibian people. Every Namibian in the stewardship of our country must be concerned and seen to be working towards directing positive and humanitarian assistance to the productive forces who are let down by mother nature.
Of those in the stewardship of our nation to provide positive and humanitarian assistance to the overwhelming majority of our people whose livelihoods are under serious threat due to lack of rain, the Office of the Prime Minister in general and the National Disaster Management office in particular are impenitently expected to devise, coordinate and lead concomitant actions to mitigate the serious impacts of the drought. The National Disaster Management Office must move swiftly and vigorously to direct resources to our people at the point of need of the soon to be State of Emergency. Now than ever, Politics must be about meeting the needs of people at the point of need. Particularly, the Namibia Disaster Risk Management Institutions, established by the Disaster Risk Management Act (Act No. 10 of 2012), such as the National Disaster Risk Management Committee; the Directorate of Disaster Risk Management; the Namibia Vulnerability Assessment Committee; Regional Disaster Risk Management Committees; Constituency Disaster Risk Management Committees; Local Authorities Disaster Risk Management Committees; and Settlement Disaster Risk Management Committees must immediately abandon their air-conditioned offices - eating biscuits and drinking coffee in Town Boardrooms – and take the hands-on approach in order to rescue of our people.
Since the Disaster Risk Management Act (Act No. 10 of 2012) says absolutely nothing about Village Disaster Risk Management Committees while the majority of the Namibian Productive forces affected by this drought are at the villages, we call on the Prime Minister, Comrade Dr. Hage G. Geingob, to prioritize and lead his team to ensure that resources are directed to the villages where the people needing help are to be found. We further call on the Prime Minister to obligatorily direct, through the State Owned Governance Council and as Head of Government Administrations, all State-Owned Enterprises and all private companies especially that benefited from government tenders to give an acceptable amount or resources to the National Drought Mitigation Efforts.
As members of the International Community, we call on development partners within and without the UN system, including the Food and Agricultural Organization (FAO) and the United Nations Development Program (UNDP), to take serious notice of the eminent drought situation soon to affect an overwhelming majority of the Namibian people. We simultaneously direct the same call to sister and friendly countries all over the world.
Lastly, we call on the Namibian youth that are working to change their spending habits with a view to send assistance to their families and relatives needing serious help in the villages. The Namibian youth must know that there is no pride to be found in eating at expensive restaurants and buying expensive alcohol while their families are dying of hunger and poverty in the villages due to poor rainfall.

ABOUT INDIAN FEMALES/WOMEN-When I recall my, Grand Mother, Mother my elder sisters and their friends, relatives I conclude they were very much communicating, social, loving, were of kind heart, of helping nature, truthful, noble and simple. Lot of their friends use to visit their house on festival or without occasions .They never discriminated among their children and others. But now the scenario is changed. They have become more party girls, wearing glittering dresses, tight dresses, putting lot of cosmetics, going to beauty parlors and do heavy expenditures. They are losing their basic qualities of being India ladies. They are being unsocial day by day, being less communicative, not loving the son and daughters of other's /relatives, friends; do not try to adjust within the earning of their husband, becoming more and more ambitious and non-patriotic. Dependence on home cooked food is reducing day by day, they are being carts/Restaurant/Hotels turkey more and more. Now guests/relatives/friends are a headache for them. Certainly, the basic qualities of Indian Ladies are deteriorating day by day. Whereas, I observe the good qualities of Western Ladies/Females are improving day by day. Earlier even if their husbands were honest ,earn less ,worked at low post but they always used to regard their husbands as their God, irrespective of their status, post and position of their husbands and always adjusted within the earning of their husbands without keeping proud. Now there is lot of proud in them but actually they are empty, nothing, like flowers of papers, which looks as a flower, beautiful also but contains no goodness/good qualities So No Budha, no Rama, no Krishna no great people are expected to take birth in India in near future.
