Confederate History Month is a month annually designated by several state governments in the Southern United States for the purpose of recognizing and honoring the history of the Confederate States of America. The month is especially designed to celebrate what Confederate Vice President Alexander H. Stephens famously described as a "new government . . . founded upon exactly the opposite idea [from that of the United States in 1776]; its foundations are laid, its corner-stone rests, upon the great truth that the negro is not equal to the white man; that slavery subordination to the superior race is his natural and normal condition. This, our new government, is the first, in the history of the world, based upon this great physical, philosophical, and moral truth." April has traditionally been chosen, as Confederate Memorial Day falls during that month in many of these states.

State governments that regularly and traditionally have declared Confederate History Month are as follows:

Local governments in the above states also frequently approve an independent declaration for the same larger purpose. This is also true in states where the larger legislative body does not officially recognize Confederate History Month. Some examples include:

Having issued a statement celebrating the Confederacy, Virginia Governor Bob McDonnell promptly backtracked under heavy criticism, announcing: "“The proclamation issued by this Office designating April as Confederate History Month contained a major omission. The failure to include any reference to slavery was a mistake, and for that I apologize to any fellow Virginian who has been offended or disappointed. The abomination of slavery divided our nation, deprived people of their God-given inalienable rights, and led to the Civil War. Slavery was an evil, vicious and inhumane practice which degraded human beings to property, and it has left a stain on the soul of this state and nation. In 2007, the Virginia General Assembly approved a formal statement of “profound regret” for the Commonwealth’s history of slavery, which was the right thing to do."

In the intervening night of January 13 and 14, 2000, in Banihal Tehsil, of Jammu & Kashmir state, twenty-year-old Kulsoom and her mother had the horrendous experience of their lives. The army barged into their house, and they became victims of the worst kind of human rights abuse -- rape.
In July 2004, Manorama Devi was arrested by Assam rifles and was allegedly raped and killed. A bullet went through her vagina.
On 11th April 1999, a BSF party 63 BN, then camped at Nowhatta, conducted a raid and picked up Abdul Ahad Sheikh, 20. He had been a militant and had served a term in the jail for about three and a half years. After his release, he had left militancy and started working as a laborer to shoulder the growing responsibilities of his family. He used to come home after every two months to see the family. But when he came last, he had never anticipated that it would be his last visit. He became one of the cases of “disappeared” in Kashmir.
These are some of the cases committed ‘allegedly’ by the security forces in the garb of ‘protecting’ the State under the umbrella of Armed Forces Special Powers Act (AFSPA). A deep delve into the history reveals more brutal and dark facets of the law.
Enumerating the more inhumane side of the ‘draconian’ law, a National Seminar on “Armed Forces (Special Powers) Act: Nation’s, People’s and Women’s security” was organized on April 6 at Indian Social Institute, New Delhi. The speakers included Walter Fernandes, Director, North Eastern Social Research Centre, Nandita Haksar, Human Rights Activist and Supreme Court Lawyer, Patricia Mukhim, Editor, Shillong Times, Sanjoy Hazarika, Director and Saifuddin Kitchlew Chair at Centre for North East Studies, Jamia Millia Islamia, Bashir Manzar, Journalist, and Babloo Loitongbam, Executive Director of Human Rights Alert, Manipur. Seema Mustafa of Centre for Policy Analysis moderated the event.
Walter Fernandes set the context of the seminar asking if elected representatives rule India or is it a ‘military rule’ in the country. The comment came in the light of the statement by the Union Finance Minister, P Chidambaram in his K Subramanyam Memorial Lecture on February 6, 2013 at the Institute of Defense Studies. “We cannot move forward because there is no consensus. The present and former Army Chief’s have taken a strong position that the Act (AFSPA) should not be amended…” Chidambaram had said.
“What is their rationale for thinking that security persons who rape innocent women should enjoy impunity in the name of national security? For whose security was the law enacted, for that of the country or of the criminals in uniform?” Fernandes asked. “Whenever some change is suggested in the Act, the army seems to oppose it and the civilian government buckles under pressure,” he added.
