The Ministry of Interior, under the difficult conditions affecting the national economy, considers it is to be of foremost importance to safeguard the liability of Cyprus towards any business people and investors, who acquired the Cypriot citizenship by the exception of naturalization. The Ministry has reassured all investors who have been granted the Cypriot citizenship after submitting the fixed-term deposit of 15 million euro for five years and are affected by the measures applied by the Cyprus Banking System that they will not be negatively affected in terms of their citizenship.

Furthermore, there will be no negative effects for those investors, who have submitted the above given deposit before the 15th of March with the purpose of acquiring the Cypriot citizenship by the exception of naturalization and were affected by the measures before submitting their application. They are requested to submit their application with all the certificates proving the degree of their affliction by the measures, so that any affliction will be considered in favor of the applicants.

THE RISE OF CHINA AND THE FATE OF THE WEST…….How China Engages the World; An Economic Policy Perspective.

The historian Niall Fergusson wrote that the 20th century witnessed a descent of the west and a reorientation of the world to the East. There are growing fears that China may use its growing influence to reshape the rules and institutions of the international system to silence and eventually send the west to its early “death”.

China consumes a tremendous amount of foreign direct investment and churns out a colossal amount of exports that are flooding world markets and causing a scare. In the recently concluded BRICS summit in Durban South Africa, the five nations of the new world order (Brazil, Russia and India, China and South Africa- countries of the worlds’ fastest growing economies; they symbolize the shift in global economic powers away from the developed G7 countries towards the developing world)hatched a plan to form their own version of a world Bank and as at that meeting, finance ministers and the central Bank governors pledged to set up a currency crisis fund of about $ 100 billion. Critics argue that by the year 2050 the total combined economies of the BRICs will eclipse the current richest nations of the world.

So how does China engage the world?

Foreign aid is an integral part of international Diplomacy .Almost all nations use it as a tool to extend their influence. Foreign Aid is an important component of Chinese diplomacy used in its engagement with its partners, more so those of Africa-Kenya included. China’s foreign policy is two- pronged; it aims at extending aid to more countries and in new areas (with attendant increase in economic stature) and to dramatically expose and challenge the aid policy of the West.
China keeps off the internal affairs of a country and focuses more on developing partnerships forged on mutual trust and benefits…friendships. China has been accused by the West of supporting and giving aid to non democratic regimes. It is worth noting that her foreign aid policy is ‘south-south cooperation’ where the Chinese government seeks to optimize her foreign aid structure, improve foreign- aid quality and increase the recipient country’s capacity in independent development among others.

Where does Kenya stand in China’s wider scheme of Things?

China moved to establish diplomatic relations with Kenya in 1963. Since, 50 companies have invested in more than 96 projects Valued at over Kshs. 4 billion. In 2005, China signed an agreement with Kenya to boost coffee trade and war on counterfeits through pre-shipment inspection and surveillance on the Chinese side in order to cut off unscrupulous traders in counterfeits.
A Chinese Electronic Company AUCMA set up a television assembly factory in Kenya with a 117 million Shillings investment. China has helped the country finance major infrastructure projects in the last ten years through concession loans grants. The government of China through a concessional loan financed Thika Superhighway through the EximBank of China to the tune of Kshs.9.4 billion.

Chinas stunning economic growth has got the west thinking that it is just a matter of time before China becomes a superpower…Where will Kenya be when that happens? Should we look EAST and close our EYES to the West? Should we embrace communism, African socialism ama capitalism with its attendant woes (Euro zone economic melt-down)?One thing though, China is not a country to ignore(Shakur’s point of view)…we should find a way of harnessing the synergy and momentum from the world’s second largest economy and cruise toward vision 2030 with relative ease and comfort….just a thought.
